You cannot appear for JEE Mains exam if you don't opt for maths in HSC. None of the good engineering colleges will accept you if you don't have maths. Mathematics is very important for pursuing engineering, regardless of branch.

No, it is not necessary to take Maths in 11th to pursue engineering after 12th. But only private colleges take students from other than Maths stream. You cannot take admission in government colleges or NITs.
