Is MS Ramaiah University of Applied Sciences good for B.Tech civil engineering?

Yes, it is a good college, but the placement of civil engineering is not as good as other branches in any college.

Apart from IIT, top colleges for civil engineering are National Institute of Technology, R.V.College of Engineering, Delhi Technological University, College of Engineering Pune, UPES Dehradun,Lovely Professional University etc.
Actually I did MBA from Lovely Professional University but I have one friend who has done B.Tech Civil Engineering From LPU.He told me B. Tech in civil engineering course involves so much more than theoretical know-how.
