<p>Absolutely, in case of the Indian students aiming to study an MBBS at Ulyanovsk State University (or any other medical institution in another country), the regular entrance examination NEET (National Eligibility cum Entrance Test) must be passed.<br><br>This does not depend within the Ulyanovsk State University but with National Medical Commission (NMC) (formerly MCI) of India. The NMC makes it obligatory that any Indian student intending to go to study MBBS in a foreign country and come back to India and practice medicine should qualify NEET in India. This is quite an essential step to avail the Eligibility Certificate by-NMC with which your foreign medical degree is not accepted in India, and you are not eligible to appear in the Foreign Medical Graduate Examination (FMGE) or subsequently, the National Exit Test (NEXT).<br><br><br>Consequently, though you may be directly targeted by Ulyanovsk State University with your Class 12 PCB marks, as an Indian student, you simply cannot afford to do without a valid qualification in NEET, as it is the only way to make your degree accepted in your home country.</p>
