Is NIOS is harder than Cbse ?.. and how much percent can a avg. student will score ??Studying 12th from NIOS board rather than a cbse is being a good idea??

cbse would be better. because nios means national school of open learning. 12 bfrom cbse board will be mch better and a positive point for you and has more value.
