is nit cutoff use all India rank or caste wise rank???

Hello, Greetings from Shiksha! In JoSSA, the opening and closing ranks list is given based on their open ranks. If you belong to OBC then you should check it with your open rank and not with your category rank. Hope this got cleared up, good luck!
