Yes, absolutely. Candidates studying from IGNOU are valid for government job. Infact, many UPSC/SSC/Bank exam aspirants who cannot invest fulltime for graduation or post-graduation get enrolled into IGNOU to complete their distance education so that they can given their complete time to studies.
