Is part time MS from Sikkim manipal university is eligible for Ph.d from recognised university

Hi I have four year experience in Electronic design and I want to start my study with Part time program from SMU. I like to join MS program offered by Manipal university. Is this degree is eligible for NET exam or take admission in Ph.d?Please reply .
