A Ph.D. from any recognised US university is a valid degree for employment in any Indian university or institution of higher learning (IITs, IIMs for example). Go ahead for admission to the US university, if you have an opportunity at hand.

Yes, its valid for Govt. Jobs provided you have to attest with the Indian Embassy in USA.
