Is PhD in Hindi from Dakshin Prachar Sabha recognized by UGC or not?

DBHP Sabha is an Institute of National Importance, declared by an act of parliament.
Sabha University wing is recognised by UGC & Association of Indian University. Its B.Ed colleges are recognized by NCTE. DBHPS is a few universities recognized by the Commonwealth University. Another important aspect of this University is that it is Institute of National Importance at par with IIT's, AIMS & NIT's.
