    I would say, Lovely Professional University is best option for Biotechnology course.     Chandigarh university is doing a decent job in the field of biotech. As you already know that Biotech is highly resource intensive programme to run and requires a huge investments in intellectual capital to curate. This is just a drag on part of CU because of its limited resources and intellectual capabilities. On the other hand, LPU has grown and developed itself in last 15 years with such passion that now they are clear leaders in every sphere of education they venture into. CU provides best infrastructure, curriculum, education, placements, faculty, management and it helps a student to provide the skills that are essential for career making.     Infrastructure - highly impressive and well maintained by management. Course is quite extensive with more focus in practical exposure. Well-equipped labs and classrooms. According to my personal experience, BE Biotechnology Engineering course at Chandigarh university is quite good and extensive.
