Is resident certificate compulsory for all the candidates as I am not a permanent resident of Telangana?

Yes, Resident certificate is compulsory without that they won't allow you to stay in hostel. Even if you don't belong to Telangana you can bring a resident certificate from the state you live and CA submit.
