Hi Megha,
Yes, Sikkim Manipal University is recognized by University Grants Commission (UGC), Ministry of HRD. It is also a member of the Association of Indian Universities (AIU) and recognized by Distance Education Council(DEC).
But in January 2013 Distance Education Council Posted a notice showi

Sikkim Manipal University was established in 1995. It is the first government-private initiative in the region. SMU is recognized by the University Grants Commission and approved by the Government of India.
