Yes, you should if you are looking for your personal development as each semester you have three opportunities to excel in your grades along with the final exams. Apart from assignments and mid term, the presentation prepares you for the future. Dissertation in your final semester will be a strong platform to begin for your future thesis/PhD. Best faculties, classes on time, 75% attendence, sllybus completed on time.
    Hope it helps.

Sikkim University is a good option for MA in English, but I would advise you take admission in some other central or state government institute.

It is not that bad. If you want a distance degree then it is one of the best options.

You can't say that it is the best university in the country. It is definitely a good university but not the best.
For MA English, you can choose -
    Delhi University
    Calcutta University
    St. Xaviars College
    Mumbai University
    Banaras Hindu University
