    Tebin. UGC is Universities Grant Commission, which is direct body under the HRD ministry of the Govt of India offering status of a university and approvals for universities in India. For any foreign country this particular body is not responsible or authorized to provide any kind of authorization or approval. In the UK, similar to our HRD Ministry there are departments like DfES (Dept for Education & Skills) and OfQUAL which are the bodies for approving the institutions., So your particualr query about the university should be whether it is approved by these bodies in the UK or not.
