Is state rank is applicable for taking admission in nit delhi to avail state quota?

Yes, you can get admission on the basis of State rank.also check for other good colleges as other NITs, College of Engineering, Anna University Chennai,Delhi College of Engineering, Punjab Engineering College. In Private you can opt for BITS or Lovely Professional University.

Every nits have two cut off one is general and other is for home state candidates if your state code of eligibility is Delhi then your state rank will certainly be taken in consideration for admission in nit Delhi.and if you clear the cut off for home state candidates then you can get admission there.
