35% marks are the passing marks of graduation level...Being 35%marks one can sit for UPSC.But its very hard to qualify the next level of exams...Suggesting you to hardwork& gather knowledge from different and various sources

No, there is different criteria for different posts and at least you should secure 50% in graduation and 10th & 12th basis for application of certain posts.
