Is the Institute of Chemical Technology Mumbai a government or private institute?

This institute began as department of Mumbai University. However it was declared as deemed university in 2008. But it's not private Institute. It is autonomous. -
ICT Mumbai is a government institution of higher education which was established in 1933 as the University Department of Chemical Technology, a constituent of the University of Bombay. It received the Deemed-to-be-University status from the Ministry of Human Resource Development (MHRD), Government of India.
