Is the mop up round in Karnataka for private colleges or is it for government colleges as well for non-Karnataka residents?

It is the counselling process for the seat allotment by respective states against the reverted seats from All India 15% quota. That means, initially it is for deemed university. And after that, when the seats are left vacant, then it is transferred for mop up.
