Is the mop up round in Karnataka for private colleges or is it for government colleges as well for non-Karnataka residents?

It is the counselling process for the seat allotment by respective states against the reverted seats from All India 15% quota. Candidates who have qualified the exam can participate in the counselling irrespective of their domicile. Candidates have to fill up fresh forms to apply for it. This gives

That means, initially it is for deemed university. And after that, when the seats are left vacant, then it is transferred for mop up.
