Yes, till 1999 two years graduation from Calcutta University is valid as per UGC. It is called Pass Graduation or Part 1 Graduation. Such graduation is also valid in all Central, State, PSU or Private services where minimum qualification required is Graduation.

No its not because my sister cud not get admission in B.Ed because of this.
