Is the score of 85 percentile in CAT enough to get admission in IIM, Shillong?

There is no fixed percentile level (upper and lower) for both general and other categories. It is subjective for IIM Shillong as your academic background, 10th, 12th and graduation scores, work experience, diversity that you bring to the batch etc. factors are also given considerable importance.

Percentile do hold a weightage but that's not the only criteria. Percentile requirements serve as a cut-off and then serve as a part of the final admission criteria. 85 percentile is not common among IIM Shillong student participants in the general category but you have to perform exceptionally good in the interviews to make it to get the final admission.
