    Yes, of course, the Uttar Pradesh Public Service Commission is worth taking after failing the Union Public Service Commission exam. As per the official notification of the Uttar Pradesh Public Service Commission, the commission has changed its syllabus and it is now on the lines of the Union Public Service Commission. So you do not have to prepare separately for Uttar Pradesh Public Service Commission if you have already prepared for Union Public Service Commission. I hope this will help you.

    Yes, definitely As per the official notification of UPPSC commission has changed its syllabus & it is now on the lines of UPSC so you don't have to prepare separately for UPPSC if you have already prepared for UPSC Some extra things you have to prepare for UPPSC as :-
    UP static GK
    UP current affairs
    Census - India & UP.
