Is the validation of WES to a India's 3 year undergraduate degree helpful in getting admission to masters in USA??

WES give a certificate stating that a 3 year undergraduate degree is equivalent to 4 year undergraduate degree of USA...by supplying them with all the necessary DMCs & degree certificates. Is this the rightful way of getting admission to masters in USA?? or 1 year post grad or what another way?
