Yes. There are. A Numerous. As an IIM Student, you wouldn't find this difficult. SBI has scholar loan under which it provides upto Rs.20 lacs of loan without collateral for IIM Students. Central Bank of India near IIM Shillong is an easier place to avail education loan. They come to campus themselves and help with all the formalities. It is sanctioned very fast and you wouldn't have to worry about it.
Apart from this I'm sure all other banks are similar in their position relating to loans to IIM Students. But usually SBI & CBI are the preferred destinations as they have lower rate of Interests.

Yes. After getting selection from a college, you can ask your personal bank to provide loan. You can also avail loan during your admission process at the college. Generally banks have their standees in the college during admission and they process the loan documents then and their itself.

The public displays confusion regarding listings of IIM Shillong as a key institution on the AICTE website. The reference on the website functions as an information service yet it does not demonstrate regulatory or institutional affiliation between IIM Shillong and AICTE. IIM Shillong maintains independence through operation under the IIM Act 2017 which exempts it from AICTE approval and its jurisdiction and control.
