Yes, of course dear. There are a number Government colleges and campuses who offer Bachelor or Masters in mass communication. As Swati and Bal Krisha said that JAMIA, IIMC, JNU and Indraprastha College for Women, Lady Shri Ram College for Women, Maharaja Agrasen College, etc. In Haryana MDU Rohtak, CDLU Sirsa, KUK Kurukshetra, GJUS&T, Hisar etc. So you have number of options for admission in Mass Communication. But before admission, you have to go through the website of all colleges and universities and check the admission criteria and eligibility for the same.

There are many such colleges, universities as well. Which state you wish to know about, I can help and explain better. JNU, Jamia Milia Islamia, Kurukshetra University, Punjab University all are government. Many government colleges also offer BJMC or Media courses.
As someone shared that JNU offers only M.Phil. it is stated as a Post Scripted addition to the answer that Mass Communication is offered for sure by JNU, the expert suggests it has only M.Phil. it surely confirm that JNU offers Mass Communication.
which degree you want will get you apt response.
