Yes you can pursue M.Ed without pursuing B.Ed. Previously. I am sharing this thought based on the Eligibility condition declared by renowned Lovely Professional University in M.Ed. Course. Students who had not done their B.Ed. Must fulfil the following eligibility condition to take admission in M.Ed

Eligibility Criteria for M.Ed:
Minimum Qualification Required: B.Ed/ B.El.Ed.
Minimum Marks Aggregate: 50% to 60%, varies from college to college.

No, for Masters you have to do Bachelors first, this apply to every branch.
