Is there a way to make an admission of a student, having done his 1st year in 1 college & for medical issue, he want to continue in another

My brother is doing Civil Engg from Bankura Unnayani College of Engg. Due to his sickness he hasn't done good in his first year. We want to make an admission of him in a college in Kolkata in the same dept, so that he can get good medical treatment.
