No, the admission to PGP program of IIM Shillong takes into consideration only CAT entrance exam. As for the minimum score required, there is no specific cut-off as such. There is weight-age given to you 10th std., 12th std and graduation marks as well, along with your CAT score. IIM Shillong also encourages diversity in its participants' backgrounds which can have significant impact in peer learning.

Admission to IIMs is based on CAT Score. There is one Maharashtra CET I know which is there for admissions to state MBA programs. But if you are looking for PGDM from any of the IIMs, CAT is the only way.
