Yes for General and OBC it is 23, and there is some relaxation for other categories.

You can only appear in JEE Main, when you will appear in intermediate level any board examination. But, maximum age limit is there as mentioned in rule book of JEE Main for OBC and General maximum age will be 23 years old, when they will appear in JEE Exam. For SC, ST and PWD there are relaxation of
