Yes, you will definitely get a government college with B.Tech in biotech.
924 is a good rank. You have a bright chances of getting biotech.
Just wait for the counseling.

Yes, but only at the time of counselling. Either at the time of filling counselling application form or at the time of reporting when you will get a seat.
