Is there any charge by the school to change the stream from science to arts in 12th?

No, there are no charges for changing the stream but you might have to pay the tuition fee for the Science stream which could be more than arts. Apart from tuition fee, no charges would be taken. Thanks.

Generally, no charges are offered But it depends upon school! Mostly they do not charge or either they will do not allow to change also.
