Cheap is not the right word to be used in relevance to education Ramji. You should write "Less costly". Yes, if you can clear AIMS or if you can clear CPMT or state PMT exam then the college that you will get would be the less costly for MMBS in India.

Govt medical colleages are having nominal fee.

there are scholarships coming from Government in all recognised colleges.in AP , there is the reimbursement of tuition fees paid.
