No, there are no colleges in India providing providing 2-year CSE degree in B.Tech.

Hello Nazeem Shaikh, I am afraid that in India all engineering graduation courses are of four years duration. Not only this, but as per National Education Policy being implemented across India, all graduation courses will be of fours years duration. Delhi University has already implemented it. Best
