Is there any college in Kolkata where one can apply for BA economics now?
My sister has scored 468. She has 68 in maths and she is willing to take economics. She is not getting any college in Kolkata.

You could probably check whether the college has management quota, if yes, you can get her admitted on the basis of the same.
