Is there any competitive exam/sponsors in India/foreign universities that award scholarships to foreign students for the courses they offer?

Yes . There is an Indian Government organization which provides scholarship for that you either have to be PIO/NRI . For more details visit http://moia.gov.in/services.aspx?ID1=45&id=m6&idp=45&mainid=23
