Is there any concession in fee or any govt quota for village/ rural area students to become a pilot?

Now, I am in 2nd-year Diploma in aeronautical and my date of birth is 18/5/99.

You can look for SC/ST Commission who sponsor pilot training for candidates belonging to such categories.
In case you do not come from such categories than you can try for the scholarship given by TATA TRUST for CPL and Type Rating.
Some state governments also fund the course but that is not on regular basis, you will have to check the civil Avaition website of your state for that.
Otherwise the only way is to go for loans.
It is an expensive course and you should take into consideration all your options to pay and repay before entering.
