Is there any decrease in the fee structure of aeronautical engineering for a student who got 95% and above in XI and XII standard?

Fee waiver for top percentage holder is very college/university specific, in fact lot of the colleges don't have a fee waiver even if you score really well in there entrance exam, please mention some college /university name for better assistance.
