No, there is no degree percentage cut off system for civils.

The minimum educational qualification required to be eligible for IAS exam is a Bachelors degree in any stream.
The minimum eligible age is 21 years whereas, the maximum age limit is 30 years.
Candidates belonging to SC/ST category are eligible up to the age of 35 years and candidates belonging to O
