Is there any difference between BA in public administration and BA (Hons.) Public administration? If yes, what is it?

Both are 3 year courses, mainly when we do it from regular, it is called as honour a bit if you do the same course from distance, only BA is used. It's general but not similar like programme courses like B.Com.
