There are cut-offs related to some exams and the previous degree's marks if you clear the cut-off, you can directly get admission or you can clear the exam conducted for the particular course.

Seats for B.Tech or B.E in Punjab universities are given on the basis of JEE Mains marks. So, yes direct admission but based on your JEE scores or rank.
