I don't know whether your college provide fees concession or not but if you are needy and belongs to OBC category, then you can apply for scholarship through government portal where you first have to submit an online form then have to submit required documents offline to your college. Hi Shruti!
Generally, there would be some kind of relaxation for sure for SC/ST/OBC category, yet you will have to get it confirmed from the institute where you wish to take admission in. Every institute has a different set of policies and terms & conditions.
