Is there any government exam for fashion designing offering scholarships for abroad?

Sorry, there is no such scheme as of now. Infact most of the colleges have scholarship programmes or meritorious students. If you score well in the entrance and your 12th results then you might get a chance to have the tuition fee waived off.

SAT is mainly required in US but UK universities also accept the SAT score but it is better you first decide on the UK colleges and then visit their website for admission criteria.
