Is there any option to break my 3rd and 4th semester and continue my college after a year for my health issue? I'm doing BE ECE.

If you are in Private College, then it might be possible by giving some donation. But, if Government College is there, then it is not possible to do this. However, some concession is provided on attendance on providing medical certificate.

No, it is not possible. You can take leave for a year, but cannot skip those semesters.
