Is there any option to submit the cc for Intermediate course in December 2013 but till now i have not submitted

CC is not a compulsory requirement. So, don't worry. You have to get yourself registered with the CS Institute if you have done that then its perfect. As regarding December 2013, examinations you have to fill an exam form in the month of September, 2013.
