Hello Arya,
Yes, there is possibility of lateral entry in civil engineering. If you have done diploma from Maharashtra then perhaps you are eligible for Maharashtra quota else you are eligible under "All India Quota".

Yes, there are 12 seats approximately for post Diploma (lateral entry) in a batch of 60 students. It depends on your percentage of marks in final year of Diploma. The CAP is followed.
