Is there any possibility to do BE/E.Tech in Hyderabad for a student belong to other state? Any Govt. or college with fees <1 Lacs?

Student is my cousin and his family stay in a village of MP. I am working in Hyderabad and thought to call him here. Since his parents can't afford higher education I am looking for decent collage with low fee. He has given JEE in MP but please consider the situation if he don't qualify.
