Is there any university in Canada offering higher studies in engineering to a student with 20 backlogs?

Normally speaking, 20 backlogs means one has failed in almost every alternate subject during his / her graduation. This indicates poor academics. I am afraid, colleges abroad demand very good academics & hence admission in Canada may not be possible.
