Is there any way to complete your B.Com degree if you left your studies a long time ago?
My father could not complete his graduation from DU because he failed in economics paper in the B.Com final year and did not pursue it further. Is there any option left for him to complete his degree after 25 years?

Yes, you can do it from distance learning programme, in Delhi from 'IGNOU'.
