Is there any written exam for Haryana B -Tech counselling or admission is taken on the basis of IIT-JEE Mains result?

No, there is no such exam. Moreover, IIT-JEE is only held only for central government run institutions across the nation.

There will be no exam for counselling, you only have to apply for counselling, for state government colleges you should apply on state counselling portal and for central government colleges means NIT, IITs, IIIT's etc. You can apply for JEE counselling portal of joint allocation authority.
