Is there direct admission on the basis of marks in graduation or any entrance test?

Asked about Patna University - M.A. in English

If there is a direct admission procedure then which student will be given the first priority I mean student who has completed his/her Bachelor's degree from Patna University or student who has done his/her Bachelor's degree from Magadh University. What matter much university or marks?
